The Investor Visa for Italy grants EU residency in 3–4 months from a €250,000 innovative-startup investment. No minimum stay, full Schengen access, family included - and an optional €300,000/year flat-tax regime on all worldwide foreign income, valid up to 15 years.
Italy Investor Visa Overview
Introduced in 2017 under Legislative Decree No. 286/1998 (Article 26-bis), the Investor Visa for Italy issues an initial 2-year residence permit (renewable for 3 years) on the strength of a qualifying investment. The Nulla Osta certificate is typically issued within 30 days, with visa processing in a further 30–60 days - total time around 3–4 months, most of it remote.
The standout feature is Italy's non-dom flat-tax regime: new tax residents can elect to pay €300,000/year on all foreign-source income (with family members at €50,000/year each), valid up to 15 years. Note there is no real-estate route - buying property does not grant this visa.
Italy Investor Visa Routes
Capital must be committed to a single route - categories cannot be combined, and investments made before the visa application is submitted do not qualify. There is no real-estate option.

Invest in a government-registered innovative startup. Investment must be maintained for the full duration of residency.

Tax Considerations
Under Article 24-bis TUIR, new tax residents can elect to pay a €300,000/year flat substitute tax on ALL foreign-source income (increased from €100,000 effective January 1, 2026). Family members pay €50,000/year each. The regime is valid for up to 15 years.
Standard progressive rates (23–43%) apply if the flat tax is not elected, or if 183+ days are not spent in Italy. No real-estate investment qualifies for this visa - property purchase does not grant residency.
Flat tax on foreign income increased to €300,000/year from January 1, 2026 (previously €100,000)
Italy emerging as a primary EU Golden Visa destination following Spain's programme termination in 2024 and Portugal's processing delays
Entire Nulla Osta application process available online in English via the official portal
One biometric appointment in Italy required after visa issuance - most of the process is remote
Strong demand growth from North American, Middle Eastern, and Asian investors in 2025–2026

How It Works
The client obtains an online clearance (Nulla Osta) and the consular entry visa before committing any money. Funds are only invested after arrival, within a set window - so there is effectively zero upfront capital risk if the application is refused.
A strong differentiator from Greece and Türkiye, where money goes in first.
Can include
Who It Suits
Clients who want to avoid putting capital at risk before approval
HNW families weighing the flat-tax regime who may actually relocate
Clients wanting a major G7 base with no stay requirement
